This installs two files in the VMware Player working directory, and winPre2k.iso. In a case such as Windows NT on a Windows Host using VMware Player 6.1 it downloads the tools-winPre2k-9.6.1.exe.tar file, extracts the tools-winPre2k-9.6.1.exe file and executes it. If a given OSes VMware Tools has not yet been downloaded, VMware Player has to download VMware Tools to the Host before installing in the Guest.
